The first

Argues the return shows a settled population with high internal mobility. Well evidenced and internally consistent.

The second

Argues the same figures show sustained out-migration masked by in-migration. Equally well evidenced and incompatible with the first.

Why no adjudication

Because I do not know, and pretending to would be worse than saying so. The document is linked so anybody can look.
