Six hundred hours to conversational, however you spend them
The number
About six hundred hours to hold a conversation in a closely related language, and considerably more for a distant one.
What that means
An hour a day is about two years. Fifteen minutes a day is eleven. Both work; only one arrives at a useful place.
What to do with the hours
Speaking from week one, badly. Hours spent reading and listening without producing anything are worth about half as much.
