We each wrote four thousand words on the same question without seeing the other's draft. Both are published unedited and in full.

#### Where we agree

On almost all of the facts, which was itself a surprise. The disagreement is entirely about what those facts mean.

#### Where we do not

On whether the decline was inevitable. That is set out in a short joint note at the end, which we did write together.
